Abuse of the Interpol system by countries around the world has been steadily increasing in recent years, with Gulf States leading the trend. Of particular concern are those countries which have positioned themselves as investment destinations for foreign business people, such as China and the BRICS nations. “ The overwhelming majority of abusive Red Notices issued by Interpol relate to financial disputes ,” explains DueRadha Stirling, CEO of Detained in Dubai  and Due Process International , “ Foreign investors can easily find themselves subjected to wrongful criminal charges in countries like the UAE when business deals fall through, or when they are defrauded by local partners. New Interpol Prevention Service to combat Red Notice Abuse

“When Cesar Ferreira appealed his dismissal from Qatar Airways, he never imagined it would end in Doha’s rat infested abysmal third world jail”, explains Radha Stirling , founder of Due Process International . Cesar made the journey to Qatar to work with the leading airline at Doha’s international airport. Although Cesar was popular with colleagues and management, he was unexpectedly dismissed. Seeing the decision as unfair, Cesar asked a few of his closest colleagues and managers to support his appeal which they did. It was this action alone that saw QA retaliate and report him as a criminal to the police for “breaching his contractual confidentiality”. Cesar was jailed for two months for asking for his job back. Following his release from prison, he has been prevented from leaving Qatar as a result of legal cases opened by the airline. He can not work but he can not leave. As a result, he has been in limbo without any money or resources and with no end in sight. The Portuguese Embassy have provided him with a room outside of the Embassy which is not suitable as a dog kennel. It’s unsanitary, inhumane and a risk to his health. He has been provided with only one meal a day and is constantly being threatened that they will decline to even provide that. Cesar is a professional individual and was not homeless until QA made him so. The Portuguese Embassy has been unwilling to seek a diplomatic solution to his plight. Qatar is seeking to promote itself as a tourism destination and with the upcoming world cup, the country should be mindful about attracting negative press and media criticism for human rights violations. Jailing someone for contesting an employment dismissal is astonishing. Cesar will never be the same again. What he has gone through is this most incredible stress and horrendous conditions over something that QA alleges is a trivial contract violation. Ms Stirling issued a statement, “I strongly urge the Portuguese government to step in and proactively seek a resolution to this case. If the government fails to do so, Cesar will remain in these conditions in Qatar indefinitely. There is no “end date” to his detention because it is a travel ban, not a criminal case. Others who have been abandoned by their governments in these situations have died due to malnourishment, stress and a lack of medical attention. If Canada can solve a case for their citizen who had seventy-three criminal cases against him, then the Portuguese government can solve a trivial contractual breach.” Stirling wrote to Qatar Airways to request they intervene and assist Cesar to leave the country. Their UK based law firm washed their hands of it, saying it was a police matter and effectively none of their business. “If this is the way Qatar Airways treats their staff, I urge pilots and crew to think twice about accepting positions there. Qatar protocols are completely backwards and out of line with international standards. It’s beyond disgraceful that an airline would jail staff for appealing a dismissal. We are consistently receiving disturbing accounts from airline staff and are gravely concerned for QA employees”. Chants and songs of football fans will ring out later this year during the World Cup in Qatar, but behind the closed doors of villas and apartments, the cries, screams, and sobbing of domestic workers will remain muffled. Abuse of maids and domestic servants in Qatar is so common that it would be a challenge to find a worker who has not  been sexually assaulted, beaten, spat on, threatened, verbally abused, or forced to work well beyond their contractual obligations. Recent investigations found that just under half of 105 migrant female domestic servants who were interviewed reported being physically assaulted by their Qatari employers. If we extrapolate these figures, that means that on any given day in Doha, roughly 70,000 women are attacked in the homes where they work. While Qatar pledged to improve conditions and protections for migrant workers after winning its bid to host the World Cup, little has been done to help domestic servants, or indeed, migrant labourers of any kind. Just last month, hundreds of workers were expelled from Qatar for demanding unpaid wages, and inspections of homes employing domestic servants remain largely unheard of. “ Maids in Qatar, and the broader Gulf, are virtual slaves ,” says Radha Stirling , CEO of Detained in Doha , “ Their passports are confiscated, they have no freedom of movement, they are forced to work 14 hours a day, 7 days a week; often their phones are seized by employers, and even if they had access to complain to the police, their grievances are dismissed by authorities who reliably take the side of locals.” “I am personally aware of cases in which maids have died trying to escape abuse by climbing out windows of high-rise buildings; maids who have been locked in a room without food or water for days on end; maids who have been scalded with boiling water or whipped with electrical cords. British football fans are used to being allowed to drink beer in stadiums during games, so attendees of the World Cup in Qatar will have to adjust to Doha’s restrictive alcohol policies. “ Alcohol will not be served inside the stadium ,” explains Radha Stirling , CEO of Detained in Dubai  and Detained in Doha , “ But beer will be available outside the venue 3 hours before matches begin, and for 1 hour after they end .” Stirling cautions that rules on alcohol are very confusing for most Western visitors in the Gulf, “ Most people think that if they follow the rules with regards to purchasing and consuming alcohol, they will be fine. But the most dangerous aspect of the law has to do with intoxication. It is not allowed to be publicly intoxicated in Qatar, and Qatar has no legally prescribed blood-alcohol level to define drunkenness. In terms of the law, anyone who drinks a single beer before or after a match, will be vulnerable to arrest and prosecution the moment they leave the venue .” World Cup fans unprepared for Doha dangers

Dubai’s ugly mass expulsion of Africans The arbitrary and discriminatory labour and immigration policies of the United Arab Emirates towards Nigerian citizens, as well as the mass expulsion of Nigerians from the country, serves as a stark reminder that the UAE is unapologetically authoritarian and defiant of international norms on human rights. Visa rules stipulate as of 2021 that no Nigerian men under the age of 30 will be granted work visas in the UAE, and untold hundreds have been forcefully detained in raids over the past year and expelled from the country. As recently as last month, the UAE was continuing to round up young Nigerian men and conduct mass deportations; even though many of the men had entered the UAE via employment agencies which promised to secure them jobs. The policies have ensnared not only Nigerians, but Ghanaians and Ugandans as well. They have had their bank accounts closed, existing visas revoked, and rental contracts nullified. Allegedly, the hiring restrictions and expulsions were a response to criminal acts committed by individual Nigerians; however, crimes are committed in the UAE by every nationality, every race, and every colour; yet similar polices have not been imposed upon others. “ If an individual commits a crime,”  said Radha Stirling , CEO of Due Process International , “ That individual should be arrested, charged, and prosecuted; their entire community should not be blamed or held accountable and penalized. The UAE has essentially criminalised all Nigerian men under 30, characterising the entire population as menaces to society. One can only imagine the outrage such a policy would elicit were it to be imposed in the UK, yet the UAE can continue to present itself as a beacon of tolerance and modernity in the Middle East. With the stroke of a pen, the Ruler of the UAE can have hundreds of innocent people rounded up, thrown in prison, and expelled from the country, all because they are the wrong nationality, the wrong age, the wrong sex, and the wrong colour . International law prohibits arbitrary and collective expulsions, but in the Emirates, the Ruler is a law unto himself, and Western nations appear indifferent to this despotism. Tourists and expats of all nationalities should bear this in mind, and be aware that they enjoy no guaranteed rights or protections in the UAE, and that their own governments are unlikely to defend them against abuse or wrongful detention .” Nigerians facing mass deportation from UAE cry for help

British prisoners who have felt abandoned by their government have new hope that former Minister for State James Cleverly will take a more hands on approach to helping Britons facing human rights violations abroad. Having served as the Minister of State for the Middle East, Cleverly is in an excellent position to jump straight into dealing with the tasks at hand. “We hope that the need for stronger alliances with the Middle East will not overshadow the British tradition of promoting principles of human rights abroad”, asserts Radha Stirling , founder of Detained in Dubai  and host of the Gulf in Justice Podcast . “The best way to promote human rights is to intervene with and end any current and direct violations against British citizens in the region”. A large group of Dubai prisoners recently criticised Liz Truss for her “complete abandonment” . One such prisoner is grandfather Albert Douglas, who was beaten by prison guards to the point of broken bones and permanent disability. Albert was jailed over a bounced cheque that he did not even write and has suffered the most egregious violations. Felicity Buchan, MP asked Ms Truss, MP in December to support Albert Douglas and Billy Hood but by June, the prisoners lost hope when Truss could not even remember their names. Liz Truss unable to name any occasion she has challenged a Gulf state on human rights | The Independent Foreign Secretary James Cleverly has been made directly aware of some outrageous judicial practices in the UAE, including in the case of Ryan Cornellius. Lord Clement-Jones wrote to Middle East and North Africa minister Mr Cleverly copying Mr Raab and Jeremy Hunt, labelling the 'plight of Ryan Cornelius and his family' as a 'matter of indifference' to the Foreign Office. Mr Cleverly responded denying Mr Cornelius' situation is a matter of indifference to the government department, saying: 'We have and will continue to provide consular assistance to Mr Cornelius in line with FCO policy.' The UAE and Qatar in particular, have become business and tourism centres for British nationals who are dangerously at risk of arbitrary detention, unfair trials and human rights violations. With the significant Gulf money flowing into British think tanks, media and lobbying affairs, the UK has refused to update travel warnings to citizens and has refused to get involved in what are violent incidents against British citizens while in detention. “This has to change”, says Stirling. “With a new Foreign Secretary, comes refreshed hope from the desert prison cells. We will be closely assessing the new administration along with the APPG Parliamentary group for Gulf Rights. They could end up in jail because drinking rules in the Arab state  are deliberately vague, says Radha Stirling. And boisterous supporters will make easy pickings for police who target foreigners to rack up arrests and advance their careers, she claims. She added: “The World Cup  has the potential of being the Black Friday of wrongful detentions.” The legal expert, founder of Detained in Dubai, said she handles thousands of cases a year but expects the number to double this winter. Ms Stirling said police in the Gulf states were antagonistic and ill-prepared for the chaotic nature of sporting events. Crispin Blunt today condemned the lack of British intervention over a constituent, Mr Christopher Emms, detained in the Kingdom of Saudi Arabia as a result of a US abuse of the Interpol Red Notice System. Emms was originally detained in the Kingdom as a result of a US extradition request issued in February, and has been unable to leave the Kingdom since - despite no allegation that he had broken international, British, or Saudi Arabian law. US seeks extradition of British national over cryptocurrency conference: The case of Christopher Emms. In the last few days, Emms’ lawyer had been advised by Saudi authorities that his travel ban had been lifted. However, when they attended to retrieve his passport, Mr Emms was unexpectedly detained overnight.  Emms was later presented to a Saudi Arabian court who denied the US extradition request and released Mr Emms without requiring bail. The Saudi Arabian court also lifted the travel ban. The Ministry of the Interior have informed Emms’ lawyer that he will be arrested and detained overnight any time they come across him and he will be again put in front of a judge even if they will rule as before. 
 Crispin Blunt wonders whether American diplomats continue to play an improper hand and pressure some Saudi officials to ignore their own legal rulings, even though this goes against Saudi law and infringes on the ordinary legal and fundamental human rights of his constituent. But it’s difficult to assess this when our government won’t engage at all. MP accuses Foreign Office of 'washing hands' of Brit detained in Saudi. Mr Blunt commented: “Emms should now be immediately able to come home. The relevant departments of the Saudi Government need to know that the United Kingdom has an interest in this case, will not stand quietly by while its citizens are the victim of the application of wholly improper extraterritoriality by the USA, when there is a perfectly good extradition treaty between our nations and Mr Emms should face any justice process via that route, not via an abuse of the Interpol system. It is a matter of fundamental principle. Our country, our government, owes our citizens protection in circumstances like this; otherwise what is the value of UK citizenship if we won't help them when they are on the wrong end of other state's behaving illegally.” INTERPOL Abuse Exposed - Press Pack Interpol and extradition  expert Radha Stirling  has condemned America’s abuse of the Red Notice system, saying “We are accustomed to seeing this kind of abuse coming from states like China, Russia and Venezuela but it is disturbing to see it with such regularity from our ally, the United States of America. We have escalated this case to the United Nations and to Interpol themselves to ensure the US is held to account . The Foreign Office has been repeatedly criticised for their lack of intervention in human rights abuses against British citizens leading foreign nations to feel they have been given the green light to commit such egregious harm against our nationals. 3 young Brits released from Dubai after rental car ‘episode’. Three 18 year old Londoners faced charges in Dubai over a rental car incident. The group had decided to take a few days away before returning to studies but they had no idea it would turn into a highly expensive and frightening experience. The group rented a Range Rover from Rotana car rentals to enjoy throughout their stay. One of the drivers accidentally scraped a bin in a public car park from a distance of one metre. The bin owner called the police and the driver was charged with ‘driving without a licence’, although he held a provisional. Rotana demanded £16,000 for the small scratches but they still faced potential prison time.  The bin owner also wanted to open a civil case for the damage to his bin. “We got in touch with Rotana and asked them to drop the police cases against the boys which they were happy to do”, said Radha Stirling , founder of Detained in Dubai . “We also raised the case to authorities and fortunately, with our combined effort with the local legal team, we were able to get the cases cancelled and the boys home. “In other cases, rental car companies have demanded excessive fees for damage, even where the customer had purchased comprehensive insurance. This has been a means to extort funds from visitors who are assumed to be wealthy. Travellers are advised not to pay such demands, even when under pressure. Rental car agencies should not be holding passports as leverage to extort funds, nor should they be using law enforcement in the same way. “I’m glad this case was resolved promptly and the boys are now safely at home. Interpol and Extradition expert, Radha Stirling  announced the deletion of an Interpol Red Notice against her Australian client, issued by The Republic of Korea (ROK). “The Republic of Korea issued a Notice against our client under the category of fraud”, Stirling announced. Ms Stirling founded IPEX (Interpol and Extradition) Reform , a comprehensive initiative to address the widespread and multilayered problems with the current framework of the extradition process, including the many flaws in Interpol itself as an organisation. “This case was no different to the numerous Gulf issued Interpol Red Notices we have been fighting against for over a decade”. Stirling prepared detailed submissions to the Lyon based organisation to determine whether ROK’s Red Notice was abusive. There is no courtroom and limited participation which is why we have to ensure our submissions are thorough from the onset. Interpol takes submissions from both the applicant and the country who issued the Notice then reviews the arguments in a closed door setting with no involvement or oversight from the applicant. It’s a lengthy process and the applicant in this situation will often be subject to travel restrictions and other hindrances such as legal costs. Sometimes they will be under a travel ban, house arrest or even in prison during this process. After a stressful and lengthy wait, when the commission finds in their favour, the Notice will be deleted and they will be free to resume their lives, but there is no apology, no compensation and no accountability for the issuing country or the data processor, Interpol. The lack of accountability leaves individuals at severe risk of state harassment and Interpol abuse which can have an enormously damaging impact on their lives, finances and reputations. It leaves them unacceptably at risk of human rights violations. 
 “Fortunately, we were successful in deleting this Notice and showing that Korea was unjustified in issuing the Red Notice. Korea will not be required to compensate the victim nor pay any sort of fine to Interpol. This is not the first Korean Red Notice we have removed and it will not be the last. “We are pleased our client is finally exonerated and after his recovery from this exhausting trauma, we will assist him to repair the reputation that was wrongfully damaged in the click of a button. “Interpol needs to do more to prevent these Notices in the first place, not just remove them after the damage has been done”. 60 Minutes investigates how British citizen Christopher Emms has become one of the FBI's "Most Wanted" after attending a crypto conference in North Korea. “When we think of human rights violations, we think of Saudi, not the USA” , said Radha Stirling , founder of Due Process International  and IPEX  who is representing Mr Emms.  The Interpol and Extradition expert has taken Emms’ case to the United National for a ruling on his arbitrary detention.  “It is unacceptable that the FBI has issued an Interpol Red Notice against a British citizen for allegedly violating domestic US laws that simply don’t apply to him.  This is an abuse of power tantamount to State Harassment. 
 “Biden’s new cryptocurrency task force hopes that under enough pressure, Chris will voluntarily surrender to the US and enter a guilty plea under the threat of potentially twenty years in prison.  The Statute Chris is alleged to have violated specifies that it only applies to US persons and no foreigner has ever been successfully prosecuted leading authorities to resort to intimidation tactics to pressure victims into plea bargains.  The US deliberately activated the Interpol alert while Chris was in Saudi to exude maximum pressure on him, then they froze his bank accounts making it impossible for him to pay for comprehensive legal defence.
